A Construction and Commissioning Project for Refining and Petrochemical Complex in Nizhnekamsk has been initiated in 2005 in the context of Oil and Gas Petrochemical Complex Development Program for Republic of Tatarstan, providing double increase of refinery crude run from annual 7 to 14 mln. tn, and respectively, realization of hydrocarbons deep conversion industrial engineering due to its enhanced processing in petrochemical production. The Project realization has started at the Resolution of the RT Security Council dated June 9, 2005, at the Decree of RT Cabinet of Ministers and a relevant Decision of JSC Tatneft Board of Directors.

In 2006 the Project has obtained a federal status.

On June 26, 2006 the Governmental Committee on Developmental Programs headed by German Greff, RF Minister of Economic Growth and Trade, has supported a Decision of the RF State Committee on National Investment about cashing up of RUR 16,5 bln. (VAT in) for the Complex infrastructure facilities construction, including modernization of the products pipeline 128 km long, crude oil pipelining (117,3 km) and outdoor railways projecting of total mileage 34,49 km. The respective RF Government Order No.1708-r was signed on 30 November 2006.

On August 2, 2007 on the premises of RF Ministry for Economic Growth and Trade signing has been rendered of an Investment Agreement about invest project execution of Oil Refining and Petrochemical Complex in Nizhnekamsk. The Investment Agreement was signed by the following parties: I. V. Romashov, Federal Agency for Railway Transport («Roszheldor); V. M. Schadov, Energy Federal Agency Acting Manager (Rosenergo); and N. U. Maganov, JSC Tatneft First Deputy General Director of JSC Tatneft Crude Oil and Petrol Products Offtake.

The Complex is designed based on the following principles:

  • Processing of high sulfur crude meets the strategic target of RF economics — reduction of high sulfur crude share in the total volume of export;
  • The replacement of oil export by high-quality petroleum products;
  • The improvement of environmental situation due to production of environmentally-friendly clean fuels and observance of stringent requirements for emissions when designing the Complex;
  • The use of advanced well-proved world technologies;
  • The complete power-independence of the Complex will be achieved via electric power generation;
  • Integration of refining & petrochemical plants within the Complex.
